Course on “Customs Violations, Penalties, and Appeals”
On June 4 and 5, two training sessions on “Customs Violations, Penalties, and Appeals” were held at the RA SRC Training Center for customs officers from the following departments: Foreign Economic Activity Customs Service and Control Department, Customs Service and Control at State Border Land Checkpoints Department, E-Commerce and Air Transport Operations Department of the RA SRC.
The sessions were led by Hasmik Shahinyan, Head of the Customs Offense Proceedings Division at the Legal Department of the SRC, and Samvel Ohanyan, Head of the Customs Affairs and Intellectual Property Rights Protection Procedures Division of the same department.
The course content included discussions on issues arising during proceedings related to violations of customs regulations and ways to address them, as well as ensuring consistent application of administrative procedures across different SRC units. Judicial practices related to the discussed issues were also reviewed.
Using a cause-and-effect approach, the full process of handling customs violation cases was presented - from the initial stage to decisions on imposing administrative penalties, their judicial appeal, and the examination of the legality of such decisions in court.
The course utilized a methodology based on discussions and situational case analyses.
As a result, participants are expected to apply the acquired knowledge in practice while performing their professional duties.
