Training Course on “Management Skills”

In the field of management, there is a term called "Ethical Leadership", which involves demonstrating and transferring exemplary behavior, values, and experience to colleagues.

The exchange of experience, especially within state bodies or affiliated entities, is invaluable for public administration employees. It provides practical insights and real-life examples of both successful decisions and past mistakes. In line with this concept, an insightful training session on “Management Skills” was conducted with the participation of Vache Gabrielyan, Dean of the Manoogian Simone College of Business and Economics at the American University of Armenia.

The goal of this course, organized for senior officials of the RA SRC Tax Service is not only the transfer of new knowledge and skills but also the mutual exchange of experience among participants. During the session, various solutions, approaches, challenges, and tactics were discussed, including:

  • Strategic Thinking — public administration involves long-term planning, and decision-making based on strategic thinking is essential for serving public interests.
  • Innovative Solutions — public management often requires solutions to contemporary problems; therefore, applying innovative approaches with creative thinking is crucial in the public sector.
  • Analytical Thinking — data-driven decision-making is a necessity in today’s world. It is vital for leaders to master analytical tools and skills for interpretation, policy evaluation, and identifying areas for improvement.
  • Critical Thinking — analyzing events, identifying cause-and-effect relationships, and making reasoned conclusions and assessments are necessary for making improved decisions in the future.
  • Stakeholder Engagement — understanding the needs and perspectives of various stakeholders (citizens, officials, public servants, and community organizations) is crucial; leaders must be able to collaborate, communicate, engage participants, and promote effective dialogue among different stakeholders, etc.

Public administration requires interdisciplinary expertise to effectively address the complexities of policy development and public service delivery. This provides a solid foundation for informed decision-making and strengthening public trust in state institutions. Effective governance is a chain of interconnected skills and actions, ranging from knowledge and experience sharing to ensuring transparency and accountability.
